Though the NCAA Headquarters sent out a letter urging Gavin Newsom to reverse his decision immediately following the bills passing in the state senate, the plan to pass the ‘Fair Pay to Play Act’ was never derailed. The placement of Newsom signing on Lebron James sent a major statement to the NCAA.
